For trunk-or-treats and church lots, the unit typically sets up on pavement with weighted ballast instead of stakes. That is routine for our crews, just tell us the surface when you book so the right anchoring kit is on the truck.

Think about lighting early. The unit itself does not need light to run, but placing it where your existing flood lights or string lights reach transforms it after dark, which is when Halloween events actually peak.
